Which version?

Hi, me again.  After the reply to my previous message, i have decided to 
go with C++.  However i am now faced with the decision of which version 
to get.  As i only have a limited budget and only require a standard 
edition would 'BORLAND C++ BUILDER 6 PERSONAL' be the right choice for 
me?
